What is the best server around, population wise, for alliance F2P toons?

If you're looking for easy AGMS, then you are welcome to roll my server Tol barad. There's also some f2p toons that hang around Goldshire. Other choices are Vashrj and Moon guard

Aerie peak are mostly horde.

Doesn't mean there isn't any alliance community aswell. It isnt as big as it used to be, but there are 20-30 people online at peak times

I am currently on Aerie Peak Horde, only problem is having one of every class I'll have to split them 50/50 between Horde and Alliance if I want to stick to just Aerie Peak.

The biggest ally f2p twink community is located on Twisting Nether EU as far as I know.
