If I make a 20 twink and just turn off EXP, is it the same as being a F2P 20? Aside from access to better enchants/higher professions, is there any difference?

You can pay for your account and block xp at 20, it's pretty much the same as vets, the only difference is you can restock stuff anytime.

F2P 20 is a lot different than those.
