EU+US F2P 19s?!

Hello, my friends. Last time I tried playing 19 on F2P, I could lock xp with no problem, but as soon as I did, I became unable to queue for RDF, Arenas and Battlegrounds. It said "starter edition accounts are not unable to perform this action". I guess that was the way of Blizzard not letting people twink one of the most popular brackets without paying your monthly fee. Well recently I've heard that you're able to do everything now, in Legion, even if you are F2P with locked xp. Hoax or true? My subscription ends in two weeks from now and I would love to have 19 along with my 20s, since low levels are my favorite brackets to twink on. Thanks in advance!

Still can't, unfortunately. With the way ilvl templates work, its easy to pvp your way from 10-20 with a set of heirlooms + some white pieces. But no 19 twink xpoff.
