expertise and hit for players 90 and lower in WOD

appears that what blizzard said at blizzcon follows the line of what they have said about other changes/removals in the past

Will all gear 1-90 be modified to use the new 'primary' stats as well? Are secondary stats static or random on new gear?
Except for hit and expertise, most of the gear changes will likely only affect new gear. We'll have to see though

i don't believe it....maybe it will be gone from level 90-100, but based on what they have said and done in the past it will not apply to lower levels

you might remember:

- plus spell damage etc to be gone, and there are still + frost, shadow spell damage enchants

- resistances are gone, gear still random spawns with + resistances, gear that always had resistances still have it, those with resistance type enchants on BOA cloaks still work and are grandfathered even though it's not shown on your player stats/defenses

- attack power is gone, yeap they said it prior to CATA, AP was supposed to be converted to a stat "agi or str" based on the class using that weapon.

- head enchants are gone, but those who have them on BOA or other gear are grandafathered

so gone ......never means gone, based on the past when they say these things, it applies to the reason they are saying them which in this case is a new expac and like before only applies to that expac
 
i do wonder if players below 90 will still benefit from exp/hit like they do from the +spell damage, +resistance gear and enchants still in the game?

Personally, I hope this remains the case if blizz decides to keep miss/dodge/parry mechanics. Having stats to address these mechanics would remain invaluable, no different than current or past retail.

With regards to whether miss/dodge/parry mechanics will change, I believe it will continue to exist (in some form) to at least tame white-hit dual-wield damage outputs compared to two-hands, casters (more hits=more knockbacks=longer cast time for casters), etc.

As for yellow hits (and perhaps spells), to me it remains unclear (if anyone knows more, do share). While we know this, that tweet lacks context, unless endgame raids implicitly is the context.

I think they'll remove hit and expertise from all gear in the game, the same way they successfully removed spell penetration from all gear in the game. However, hit mechanics will remain, based on this tweet:

From that tweet, I'm assuming Blizzard will simply give everyone 15% hit rating as a default, the same way healers are now.
