The buff doesn't show up for me and I've re-enabled and disabled my experience just to see if I'd gain the buff.

This has been discussed by Kick (idk your forum name so I'm using your btag name xD ) a while ago before the pre patch even hit. You get it for taking off your xp. Those who don't have it is because it's already locked. Simply unlock and relock your experience. Still doesn't work? Unlock, close game, clear cache, relock. Still don't work? Contact blizz, they'll be happy to add it for you!
