US Epics on 19 twinks?

Haven't twink in the is bracket in a long time and just recently returned to see 19s with epic weapons and gear. Anyone care to explain how?

Green and rare items from quests now have a chance to proc either Rare or Epic upgrades. Certain BoE greens/blues dropped by unique mobs also have the same chance to proc Rare or Epic upgrades. So the meta is to basically level to 19 without completing any quests that reward uncommon or rare gear so you can complete them all at 19 for the chance at epic upgrades.
