Epics for twinks of ALL brackets!?

I noticed that my Fist of Than Kray-Tan scaled down to lvl 99 (ilvl 746) for my lvl 99 twink.

I'm wondering if it would scale lower if, let's say, a lvl 19 were to be summoned to the new continent with a high lvl and farm these (maybe personal loot?)

And would this work for other boe drops??

One easy way is to grab 1-2 in the 90-99 Bracket that are no higher than 97, even a Leveling Toon would work, just have them cap XP for the test. That way they can actually fight some or Heal and not just be a liability like lowbies often are. If they get a drop that scales to their Level (sub 98) then we know to test lower. If not, at least they were of a high enough Level to help and make the grind faster.

My guess is that it would only be 98-110, like the legion zones

But there's no indication of this. The base lvl req of the item states 101+ can use it, but that's clearly not the case. I think it's worth a try.

I've seen a couple variations of these epics with gem slots on the AH

I got some gray 300+ iLVL soulbound armor from chests in the new zones, no level req.

The lowest things scale to on the Broken Isles is 98, I'd bet on that. I just spent 6 hours there on my LvL 10 Achievement Hunter. You can't loot Treasure, you don't GET loot from Rares (could be from missing every shot, but I was in party with my 100 and he got loot without attacking at all). The only thing I haven't tried yet is farming random mobs with my Main while having a 10 in tow to see if when the 10's personal loot pops if he gets anything at Level.

Aye tis' because they're similar to Vanilla's World Epics, Blizz said they wanted to bring that back again. Still though, I can't see them scaling below Level 98. That Rare I was attacking on my 10 Hunter while my 100 Hunter was Goblin Glidering in died before my 100 got there. My 10 got nothing while my 100 got Mail Shoulders, some junk and an AP token.
