I don't think it's bugged, probably similar to why AV rarely popped before 8.0. People probably just don't queue for it (or excluded it before patch).

I'll definitely be queueing, I need my Conqueror title lol

I suspected that they'd allow Epic BGs when the tunning is properly done for max lvl.
Anyway, I can't see Isle of Conquest being a battleground for lvl 20s, since it seems so hard to fix.

Should you guys get IoC. There is a very nice tabard for all the meta achievement. http://www.wowhead.com/achievement=3857/master-of-isle-of-conquest
The most difficult achievement for me was the http://www.wowhead.com/achievement=3852/cut-the-blue-wire-no-the-red-wire
Mind you, I got the meta way back when the BG was first introduced so people queued for it quite often. It will be substantially more difficult for a lowbie.
The tabards are quite nice and they are shared across both factions. I did the meta on my Alliance toon and my Horde toons have access to it.
