The question of where veteran threads and guides should be should not be effected by the fact that the restrictions on it after the sub runs out. EVERY QUESTION, GUIDE, AND RATING THREAD MADE IN THE SINCE VETERAN CAME OUT HAS BEEN ABOUT THINGS DONE DURING THE TIME THE SUB IS ACTIVE.

Wrong. These are things that either purist F2Ps, or those too cheap to contribute to a game that they are playing can't get,
and rightly so. Any reasonable person could be expected to pay a small amount to get access to that gear, so it's not CAN'T GET, it's WON'T GET.
Inoobupro used exploits to have f2p account with the same gear and chants as veterans, he also had the same restrictions. And the WHOLE community shunned him and pitied him for using the gear and other advantages. They didnt shun him because he exploited, because tons of exploiting for f2p achievements, tabard, toys and so on has gone on thur the ages without any problem. It was the fact that he had enchants that 24s would use, guild heirlooms and 225 profs.
And that entire argument is completely irrelevant, because when he did that Veteran Edition wasn't a thing, and you would require a continuing subscription to access what he had. Now you only need to pay a small amount once for the upgrade.
At the very least every question pertaining to anything other than the f2p restrictions should be in the 20-29 section. Which leaves like 3-5% of questions / threads in the f2p section. This isnt a battle of morals, the ppl who want veteran to stay in the f2p section more than likely have been f2ps and dont want to be considered anything else because of the huge segregation throughout the years, But technically and logically speaking they should not be in the f2p forums because 80% of the ppl here will have little to no idea of how to help a veteran, while the 20-29 community willl have 100% of their people able to answer and weigh in on their questions and concerns
Your not having access to Veteran gear is a
self imposed restriction, either over unwillingness to financially contribute even a little bit to a game you play, or stupid pride over being 'pure'. Meanwhile the self imposed restriction of not being able to access any other bracket does at least have some merit, on the grounds that what you have to pay for a subscription is considerably more.
This site is about communities of players, not just logic and technicalities. That is why the 20-29 and F2P sections are separate. Because there are conditions in the game that prevent those 2 groups from being just one community. That has nothing to do with what gear they have, or even what level they're at. It is and always has been about those game features that permit communities to form in game, namely guilds and chat. F2P remains a separate entity due the the simple fact that an F2P player cannot take part in any other bracket, because they cannot take advantage of those features.
A Veteran Edition account is part of the F2P community, because just like a Starter Edition account, they are excluded from fully taking part in any other. They may have access to chat and guild while subscribing, but then if they wanted to be a part of that community, why would they play at 20 when they have all the other brackets to play? Because they intend to stop subscribing at some point, at which they will once again be restricted in which community they have access to.
As for your made up numbers? I think the reality is far closer to being that those who are willing to pay a little for access to veteran gear are the majority, along with plenty of F2P players also having plenty of knowledge of other brackets, because playing one does not exclude you from playing another, any more than not paying for one account excludes you from paying for another.
