Also when in doubt, wowhead scaling meter is right 99% of the time.
Go to the enchant --> spell id --> move meter to 60 or 69 (we scale to 69 in BGs, there use to be some enchants that were better at scaling than at 60 but currently I havent found that to be a problem since BFA update)

Its exactly the same except that you replace Crusader with landslide, lol.
You could also improve it by adding 11 pvp power on cloak over strength.
