US Enchanting BoP Items Bug?

I have seen many people with enchanted BoP legs etc. Is this still possible somehow?

Some forum posts have suggested a high level character can enchant them and then trade them to a lower level in the dungeon.

Others have said this isn't possible and you now have to use an exploit to make it work. Not sure what it is.
