Enchant weapon - Siphoning

Is it possible to get enchant weapon - siphoning as a F2P @20?
If yes, how much leech does it give @20?
Is there any alternative if I want some life-on-hit for my brewmaster?
Back in the days you could get lifesteal but I cant find it anymore...

It seems possible at first glance, the only hurdle is that you have to disenchant BFA epics to get the mats. Your best bet would be to do the BFA questing and hope for upgrades.

Eaven so, idd say eleforce would be superior and takes only 30min ish max to get.

Problem is 32 ilvl weapon is to low however it did work on 42 ilvl weapon so somewhere between there. Says 15 leech but only provides 7 or so.
