Enchant scaling

I all, I'm sure there is already posts on this but I couldn't find any with search. Do any enchants on a 20 scale up in bg's when our level is raised to 29? Theres a huge difference is cost for ring enchants (pact, binding, etc). and want to know if there is any benefit going with the expensive enchants.

Yes they all scale to 29

Yes the expensive ring enchant will scale to +2 but the cheap one is still just +1.
