EU+US Do these gems restore?

I bought these gems a while ago from this dude:

He's a pain to spawn, and the apex crystals are annoying to farm.

I'm looking to get a different gear-set and wondered if the gems from this guy restore?
I remember when I first purchased the gems, that had limited quantity (1).
