Do i play in 90-99 bracket or does it start at 91..weird but im seeing 91 crap around this section

Yes ques pop 90-99. You're seeing 91 because that's what level you're allowed to use WOD crafted items. The community is growing and has regular twink vs twink games along with people that are capped at 90. Ques pop daily.

Queues pop quite often but as a level 90 you will be disadvantaged. As you level in WoD you get 4 perks or augments to existing skills up to level 98, at 90 you can't have these. Additionally all gear scales up to item level 590, but any gear above 590 does not scale down. As such at level 99 you can stack 610+ gear and have a significant advantage. Alot of 90s stay active in this bracket and that helps alot with keeping queues fast but 99s will be inherently stronger.

Yes, 90-99 queues do pop(lock exp) but 90's are kinda under powered without a legendary cloak/crafted. If you get full mythic gear (4/4) you will still fall under the 91-99's because of lack of crafted items (705 weapon x1 ~ 2 if you're using an off-hand and 715 x2).
