EU+US Different cloak

I got a 840 vers/mastery cloak with a socket for 30k.
I am wondering which class would benefit from it more than the others?

Yeah their new on 7.2

865 for 30k (no bonuses )
845 with leech and 840 with socket for a couple of thousand each, can't remember exactly how much

People are starting to catch on now that the level req has been altered. For the first few days you could pick them up at like 1-20k each but now resellers are sniping them to relist for the same price as Treia's.
