The pattern is no longer in game though Im sure multiple lwers that have played for yeas have it. I guess if for some reason a leather toon couldn't get the boa helm for hit they might need some extra hit and the belt is a good option.

I use it on my rogue because I'm too cheap to faction change and get the ring >.< its a good alternative for hit instead of Ello's Band, but you're still missing out on the crit from the random bag drop one...

Only the recipe is grandfathered. You can still get someone with it to build one up for you.
