It's a little bit of both. Look at Mop and Cata. Wod was decent, but for 19s, I'd argue that mop and cata could have been better. But people didn't want to play it for some reason. Well one reason was because people could pwn trial accounts in 20-24

But things like world events are finally scaling to level (not sure what Hallows End will be) and that offers a chance at some new gear and stuff.
