I just got the cap randomly when i did the fishing quest in darkmoon , is it rare ? how many of u got it

I got 1, had no idea it was that rare though iirc I got it from the quest prize box, but then again I might remember wrong since it doesn't appear to be in wowhead prize box loot table..

Nah, you don't remember incorrectly - I def got one from daily quest package .

I got the hat today too while fishing for Salty Seadog.. It seems to be more of a gimick because the debris only gives you food items.

Oh and maybe the turtle..

I just fished for 8 straight hours, catching something roughly every 13 seconds. no hat.
8 HOURS DAMNIT. and i get nothing.

Youre super lucky to get it my accident.
