Working on a warrior and shes almost 110. Now i am wondering should I keep her at 110, go to 111 or push to 119? I just want her to be strong for pve content and soloing purposes. Also thinking of making her arms, might go prot but no fury guys sorry

you gotta make up your mind fast, cos if its a 119 you only get to farm 119 gears once a year during anniversary .. and right now is the time to do it, you can always make a 2nd 110 or 111 warrior

Still got a whole lot of time until then, never know what level squish and bracket stuff will do better to be safe than sorry. 378 and 388 at 119 is nothing to scoff at, hopefully can get even better from the anniversary raid. I would definitely do 119 for the gear now because Merlin is right, once the event is done you can't go back and get the gear later if you want to change your mind and you can always make another 110 or 111 later. 110, 111, and 119 all have their own various advantages and disadvantages so its not too clear cut, its best to read about it a little bit to choose which option best suits you.

In terms of soloing PvE 111 is he best if you stop Xp gain as soon as you reach it. This way monsters are still 110 (for some reason marking is a bit off so monsters gain their 111 when you get 8% of 111 or so), your stats have almost the same scaling as 110 but all BFA gems working at their fullest (110 gets +11 or +12 to secondary stat from gem/enchant you get +50/60 respectively and that is a huge difference). The same goes for food buff and weapon enchantments.

It also easier to start because you can use crafted 225 and 233 gear. Then you farm your socketed gear and each piece nets you nets +50 to you favorite stat (+150 from craftable Legion legendary because it has 3 sockets).

111 has the best stat weights and the most fun IMO. Killing 120s in open world pvp is great. Next patch 8.3 will be very hard to kill anybody but with zones like Uldum and Viel being open you can go there and fuck up newly 120s with your geared 111 twink.
