the same as any other quest item. We generally estimate it to be about a 5% chance to upgrade once and, once upgraded, another 5% chance to get that sweet, sweet double upgrade.

so, 20 characters with 1 rare is about right on target. Another ~380 characters to go!

Wait, does the War Mill/Dwarven Bunker passive actually work for quests outside of Draenor?

I don't believe so. Blizzard just made it so you could proc Rare / Epic quality on all quests in other zones outside of BFA / WoD

thanks but i think i will get lucky, char 21 about to hand in now... im gonna get lucky right?
