Yep because it technically needs a toon with the minimum level of 55 to create, in which you already have due to the moonguard bug.

Whelp looks like I come back to f2p once again to see that I've missed another DK glitch. I'm sure they're going to have it fixed once the servers come back up, but it's definitely worth a try.
