Create a new character

Good morning everyone, I came to know the forum and the concept recently, until then I didn't know about the existence
I admit that I was very interested in the idea of creating a character and playing in this fun style
But a doubt came to me, reading a little on the forum I realized that I lost the opportunity to have the best items, if I create a character today, can I still make it strong?
It's going on time walking, I think about locking up at level 11 and going to do the dungeons
Would this be the right thing to do?

If you want to PvP or solo the most difficult content possible, you're going to be behind someone who's been at this forever.

If you just want to see how much you can do as a low level character, don't worry about being the strongest. You'll still be plenty strong. Also if you play for a while, you'll eventually be able to pick up powerful items as things get patched and rebalanced, to eventually have a long term character who has a bunch of cool stuff.

Note that if you want to be super powerful to queue dungeons and then steamroll them, please be cautious. Darting ahead and feeling invincible as a twink can annoy other players. Blizzard has been known to randomly nerf twinks when nontwinks were vocally annoyed at us, so do your best to be nice and considerate.

I'd like to create one to do dungeons only
I got to know the community because I found a player, and he cleared dungeons incredibly fast to make dungeons
I wanted to be like him.
