I don't know. If you don't have a 110 yourself you will either need a 110 friend on the same realm to go there and farm them for you. OR you go on a level 100+ along with a 110 friend on any realm who kills them for you.

You need the Wquest in order for them to spawn now i think

just kite the NPCs up the hill to the guards at the flight path and they will kill them for you. easily doable on a 100-110 character.

Yes, you have said before, but has the player to be on a world quest in order to see those npcs?
Everyone goes to there and be like "i don't see them" "where are they" "nope not here".

Wowhead says it an objective of 4 world quests.
