I've noticed it on a few occasions while doing Time-Walking TBC. It's dumb as shit to say the least. Your character grows tentacles behind it's back thats when the effect takes place.
Edit: That god awful AI image irks me. I cannot stand AI images unable to generate anatomically accurate fingers, resulting in this mushy blob the panda has.
