chest enchant is only giving +3 to all stats

As the title says is this the new normal?, i've seen the armory and everyone has +4 to all stats in the chest enchant, i don't know if it is a bug or something but i can only get +3, i've tried with wotlk and tbc enchants and they only give +3, any info on this?

theres been a bunch of tinkering with scaling thats resulted in some silly display errors, tooltip bugs and specifically chest enchants going from 3 to 4 to 3 to maybe 4 again? I dont know. I've lost track.

But unless Im off the mark, everyones chest enchants are the same and some of the ones you might see in the armory are a display bug?

If you use it on a 14 to 20 character it is +3 .. But my high lvl enchanter when enchanting it in his bag it shows +4 .. So it depends on the level using it
