Can you still join BGs with "Experience Eliminated" buff

Can you still join BGs with the "Experience Eliminated" buff?

"Someone in your Party has chosen to no longer gain experience" this one, not the one with the red bandana.

If it's an exploit, I don't want to know how it works. I just want to know if it's a hack/exploit or if you can just regularly join a BG with this (de)buff active.

Technically yes and ive heard of a couple of people catching bans after doing it but none of the more notorious and flagrant abusers, sooooo
