can you go to 70 if SL capped?

blizz post basically reads as subbed can go to 70 and F2P/unsubbed to 20

wonder if they considered some are SL capped or just assumed everyone has DF?

You can't buy Dragonflight anymore, so anyone with a sub can go to 70.

You can create a Dracthyr on an account with an active subscription. They still start at level 58 until pre-patch hits.

Actually, if you have not purchased DF, active subscription is not enough to create a Dracthyr.

Actually, you can go past 60. I did level 2 70s without DF purchased. Just Evocers are locked.

Does Remix end exactly that day where prepatch hits?
So until then only way to get 70 would be to preorder TWW which includes DF?
