I see F2P Twinks with Precious Ribbon and stuff that you'd need people to help you with, but you cant talk in trade chat, whisper, invite or basically anything on a F2P account, can someone please explain?

I meant a real F2P Account, not a trial linked with your main.

Considering that people have been banned for having precious on a sub 80 character (bug abuse), I find that unlikely.

I have not heard of any cases of Precious Ribbon bans until now, so I highly doubt that being the actual cause of the bans (probably just a coincidence that he had the shirt as well).
