EU+US can 39s use the alchemist stones?

Just created a new 39 twink mistweaver monk in preparation of legion, I am curious as to whether or not 39s can obtain an alchemist stone. Below is a link to my new 39 and the trinket I am curious about. Please let me know so I don't waste time farming alchemy.

For anyone curious as to why I'm stacking spirit, know spirit converts to versatility on the legion ptr. Once again, I made this character last night and just hit 39: I am not interested in you're idea of bis.

You'd have to not only get the required rep for the sha'tar, but also unlock rep with them to begin with which I don't believe is possible at 39.

The quest requires 70. Unless it has changed.

While it's possible to get the Sha'tar rep you need via farming Ethereum Prison Keys, a 39 caps non-gathering professions at 300. Level 50 is the lowest at which you can get the Alchemist Stone. Props for creative thinking, though!

I have a 39 pally with the highest version of this trinket that you can get on a 39. I can not recall off hand but im pretty sure it is 3 to each stat.
