EU+US Buying PvP Gear

So i had this 850 belt when all of my pieces are 875+ and i wanted to upgrade it. So i bought a belt with the new http://www.wowhead.com/currency=1356/echoes-of-battle and i got item level 885. I was told that every piece of gear you buy starts at item level 880 and has a chance to upgrade up to 920, which seems a bit high to me. I was wondering if anyone could confirm this?

I believe the gear is based off your current rating when you buy the piece, and just like almost every other piece of gear, it should be able to titanforge to 925.
