Doing faction/realm changes has/had the potential to reset certain quests.

Luplis was indicating that Veryscary is the only rogue in the world with 2 Skullbreakers, not that Veryscary is the only rogue in the world with a Skullbreaker.

Based on my own calculations I believe Skullbreaker is still the BiS weapon for rogues, at least in terms of auto-attack dps and Special Attacks that use a Normalized Weapon Damage calculation when determining damage.

Over all of the years I've played in the 29 bracket, I have only seen one rogue with dual Skullbreakers, and that is Veryscary. If there was another, he did not make himself known/was not active in the bracket. It's not impossible, but generally speaking, if someone is going to spend the money to obtain dual Skullbreakers, he/she is going to want to use them.

Nobody knows with certainty how he obtained 2x SB. Some speculated 2X FC, and that it was available on alliance if you FCed with the drop quest as an item in your bags. Personally I think he just got some dumb GM to give it to him saying he vendored/deleted it.

The problem here is that these quest items were GF'd going into Cata. If you didn't have them prior to 4.0 launch, you weren't going to get them after. Considering the fact that in Wotlk, 3.2 segregated the brackets, causing a lot of people to simply lose interest in 29s altogether, there really wasn't much of an opportunity for many people to get 2x skullbreaker. Most people who had Skullbreaker to begin with, got it during TBC and just happened to have it in their bags when Cata went live.

No one else appears to have dual Skullbreakers because no one else thought to even attempt to get two. If someone else had, we would know about it.

There used to be a way you could dupe quest rewards using cheat engine by entering the specific quest ID in and then completing it again. Using CE will get you immediately banned now.
