You could also argue that more crit = more burst, and since that a shammies burst comes from his shocks, noca and bolt in addition to his swing that the crit is better.

Kore got it pretty right. I used to use [ITEM]scout's blade[/ITEM] before getting Devout's Hammer (boa). That was before flame tongue was normalized. If you don't want to weapon swap, just go with [ITEM]Evocator's blade[/ITEM] with 30 SP . [ITEM]Skeletal Club[/ITEM] is such a bad choice. I have it on my paladin for sword and board and it hardly procs. As a shaman you shouldn't be melee'ing as much, so get something with useful stats.
