Breastplate of Despair ilvl 56 BIS now?

Is Breastplate of Despair ilvl 56 sorta BIS chest piece now for lvl 10’s plate toons (and 11’s@ilvl 60)? Unless I have overlooked something, I guess it is.
It dropped for me back during WotL TW. It is BoE, as can be seen from the screenshot.

Back when it dropped it was also ilvl 56, but – if I remember correctly – main and secondary stats were only on par with ilvl 24 Outland dungeon blues i.e. something like 3 str., 5 stam and 4-5 secondaries. And with only 2 sockets it was obviously not as good as an Outland chest piece with 3 sockets.

But now, suddenly, Blizzard seems to have stealth boosted/changed its stat-budget which is now on par with normal ilvl 56 gear. Meaning, it is better than an Outland blue chest piece!

I can’t remember where it dropped, but on wowhead it seems to drop solely inside End Time, so that must have been the place I got it. It drops from non-boss mobs at a rate between 0,2-0,6%, so it should be possible to farm, especially if you can make a full party of lvl 10’s (or lvl 11’s).
 
looks pretty good. might be BIS, at least for a pali or warrior. If it's not it isn't far off, maybe 2nd place.

Careful. I’ve noticed that cataclysm items appear to have great stats, but their primary and secondaries are still at their old values

I’ve spent some time farming similar cataclysm rare boes and they all share this same disappointing property

I would test this on ptr before binding it or deciding to use it. And pay close attention to actual main stat/ secondary values on character sheet, not what you see on item tooltip

wow so the gear +stat that you see, and the actual +stat it adds doesn't line up? Never heard that arise before with the actual equipment item.

This is correct. Been noticing this more over the past few days. Especially as more cata gear becomes available or known

A few people have noted that recently within the past few months they noticed that some of the stat values changed, at least on the item tooltips, dungeon journal, SoO heirlooms etc. but I would definitely caution people to make sure that any of these updated items are actually giving the stats they say they should be

and...the only way to tell on a BoE, is to copy to PTR and equip it, yeah? Cause I mean you can equip it on live, but then its not BoE anymore

If you shift mouseover the item the stat changes versus your currently equipped item are displayed properly

Iofi and BANKONE might indeed be on to something here: When I shift-mouseover the Breastplate of Despair and compare it to my equipped chest piece it shows that I will actually loose stats if I equip Breastplate of Despair!

I haven't equipped it yet, but based on your experiences with "bad tooltips" it sounds like a plausible inference that it's just a tooltip error, and not at new BIS item. BIS-flag removed for now :/
