After maintenance on February 1, when a character from a Spanish realm queues for PVE (dungeons and raids) or PVP (battlegrounds, including Ashran) content using the Group Finder tool, they might be teamed up with players from both Spanish and English realms.

Yea to a degree. i think there was limit on how many you could encounter.
usually you get a whole team of spanish or russians to play against.
Rarely there was any mix of people in one group during pure pug.

if this is what i think it is and they not holding the door any longer this is indeed could mean alot for activity.
that is ofc if all those spanish at 20 are still around.
