A 19 Rogue is not all about Survivalbility or Damage. As a Rogue you should be Targetting the possible EFC's and working your way as fast as possible across the map to slow him down as much as you can to give your team the winning advantage. You will need the minor speed to beable to get to him and keep up with him the whole time. That's just one situation where having Minor Speed is very important. If you know how to play your own class you wouldn't even give this decision a thought.
With that said, you're a fool if you go with anything other than Minor Speed Increase.
