are the old ilvl 28 greens fucked now, they seem to req level 21

Yep, required L21 for them. And not just ilvl 28 gear. My toons that are wearing level 39, 41, and 44 greens are also in the red. They now require level 41, 43, and 46.

They will be weaker than 2 and 3 sockets gears which can give either 9 primary stats (3 sockets) or eg. 6 primary + 6 mastery .. Socket gears are ilvl59, higher than these lvl21 greens
