Hi, was wondering if its possible to get Bloodsail Admiral title at lv20?

The only real advantage to not being hated is easier fishing. It doesn't hurt to not have them hostile. Of course you then have to repair BB rep, which is another long grind if you want both factions not attacking you at once. The title, the hat, and the RP outfit, do require 55 as mentioned.
