twinking exists in games outside of WoW. Notably Diablo 2 has a decent twink dueling scene.

Darksouls and Elden Ring do have their own pvp twinking scene, but in my humblest of opinions, it is even more rancid than WoW.
Imagine if Might of Menethil/Atiesh is usable on any character lvl and can be traded to a lvl1-20 troglodyte. Heck there are even RMT transactions for such items since it's almost impossible to get them at such low levels.

If they really wanted to they could kill twinking overnight by just disabling the ability to turn xp off.

They want to keep all the twinks on the gear treadmill just like max levels. Gotta keep those player engagement numbers up.
