Its because your level 20 has nothing whatsoever to contribute to a lvl 90 raid on the opposing faction. They wouldnt want a lvl 85, let alone a lvl 20 in raid.
On topic, the 50 mount achievement drake is added straight to your mount book the same way, however you cant ride it.

legacy issue imo. mounts still have a level requirement if you manually add them to your spell book...but the riding skill is the check when you try to mount. since they're starting to add stuff straight to spell books, the level requirmenet to learn doesn't apply. system in flux imo.

The attempt limit was removed when Cata was launched, so its grandfathered. And that shit was so badshit insane, only a couple dozen people have it, litterally.
