eh, in the end im sure it really wont make or break you. but BiS is BiS.
and as for velvet, check wowhead and see if anyone has listed the ppm and calculated the average damage you can expect from the proc on a sustained fight. im sure someone has done the math considering this item has been in game for a long ass time. but keep in mind thats gonna be for a sustained fight and cant always be counted on in pvp
