how you got 40stam on bracers? because they lowered the item after some patch or what?

How can you tell? Those armory links have been dead for a year.

Pre Cata some twinks got on ptr and observed that some of the higher lvl item were going to be reduced to the 45-49 lvl range. So before cata went live they farmed the items while they were still higher lvl and they put higher lvl enchants on them. Once cata went live the required lvl for the items dropped but the enchants still stuck.
