i took a 110 to the deadmines and the uncommon BoE loot outside of the dungeon was not scaled:
once i made it into the instance i saw much of the same:
save for one item, which did get scaled:
the iLvL of the shield is actually lower than the required level to equip the item.
going to try a few more runs when I have the time.

side note:
new harvester models look pretty cool. don't know if the new models were covered on wowhead.
