Does the new races in BFA have a new racial powers? So, the guys who looks like Night Elves have a new race ability and the guys who looks like Draeneis have different race abilities than the normal Draeneis, etc.?

Even though nelf have higher base stats stomp is huge.
Nelf Troll is hard.
Worgen not the best for boomkin, I'd pick nelf any day over it.

Don’t spend cash on WoW.

I like goblin for my healin shaman.
It’s really depends on the bracket for Alliance shaman.

Goblin utility is unparalleled IMO. Rocket Jump has a LOT of valuable uses that are not immediately obvious at all, but make the race very, very strong if you're aware of them. Even the Rocket attack (whatever it's called) can do some fancy stuff.

The only reason someone should roll anything other than goblin is if they are either a class that can't be a goblin, or Alliance.

In that case for Horde, tauren is an easy second. War Stomp provides a ton of peel/utility and the tankiness is really strong in the current meta.
