Laernyth Veteran Nov 5, 2018 #2 Farm it out. Grab a character at the level you want it to scale to in the group and clear a dungeon that drops it over and over with a higher level toon. Your drops will scale to 60ish, but the drops lower level gets will scale to around her level.
