I wonder if its a product of the DR mechanic and thats why people are getting different numbers? Like "provides up to 52 mastery or you hit the DR, whichever comes first"?

That seems kinda silly now that I type it out but there are an awful lot of silly things in this game.

worth noting: the socket bonuses from items that only have 1 socket don't work.
if stacking talasites for HP; a scaled-down https://www.wowhead.com/item=32508/necklace-of-the-deep?bonus=6827 would be better.

Does Necklace of the Deep no longer require Level 26?

@Resment It does, but you can use a relic of the past to make it lvl 14, ilvl 19.
When you craft lower ilvl items, you keep all gem/cog sockets and procs
