Most players would go with Flintlocke's Woodchucker - Item - World of Warcraft, but it really depends on if you like static or proc.

PvE = flintlock
PvP = static

My opinion is based on pvp encounters are normally very very short. Where as PBS boss encounters tend to be a bit longer thus you will get a higher chance to get more procs. Unless you intend to get into long pvp battles.
