During WotLK Classic there was a sharp decline in 20s BGs as most of the twinks migrated to that game, but since TWW there has been a resurgence of players in the 20s bracket. Queues are popping with about the same frequency as they did during Shadowlands when F2Ps and Levelers were in the same queues and 29s were segregated to their own queues.
During the decline of the 20s bracket in DF you'd usually have a Alliance with a lot of F2P Baby Twinks and Horde with XPoff Daddy Twinks and this caused the queues to be very long since most people didn't care for the dynamics of a BG where one side was mostly 20s and the other side 29s. Since TWW using a 29 Twink is kinda seen as bad form and both factions only bring out their 29s as enforcement if the other side is stacking their team with 29s. From what I understand that's the way the European servers preserved the 20s bracket during DF so they didn't suffer the same bracket collapse that the American 20s bracket did.
Prime queue times seem to be between 7pm in the eastern US to 2am with queues popping every 12 minutes on good nights (usually thursday, friday and saturday) and about ever 20 minutes on slower night.
Basically if you stick to a level 20 toon then you can expect good queues but if you enter with a 29 you may find yourself either being kicked by your side or hunted by players with 29s of their own until you switch back to a 20. The days of being a level 29 demigod in a world of 20s have come to an end in favour of preserving the bracket which is a good thing. You'll still get 29s queuing but not as many as there were during DF because the bracket has started self-policing.
