EU before returning...

I read the guide and I understood almost everything...but

- where are pvp battlegroup? gone? so is there a global queue?
- with the flat new system, are the char. with fix exp. paired together or BGs are open to all the char?

and the most important: is there a good activity in EU = how long should you wait before starting a WSG in the afternoon or evening?

it is worthwhile to reactivate the account for a casual gamers?

yea u can lock ur xp, just google on how to do that; and u'll play against levelers so pops are instant.

it's perfect for casuals.

what bracket is the best in term of number of players playing?

10-19 is pretty popular up until 3am or so, then BG's start popping again around 7am. It's pretty active.
Can't say for sure for twinking above 30 but 20-29 is popular too.

Battlegroups are gone and you can play against anyone basically.

If you're not sure about scratching that itch, you can make a starter account and level up through pvp. You'll see how the 10-19 bracket is while you level and can also see the 20-29 while at 20.
