More than likely he switched to Surv in the bg hence the extra health.

He's level 74, there's your answer. JK, level doesn't change, he probably received a buff from food or nearby team members.

Nothing matters in instanced pvp except your ilvl. If your ilvl is below the average threshold for your level (115 for 70), you will have less stats than someone who is wearing higher ilvl.

Also, for a lvl70, not even ilvl matters as long as you're above 115. To gain bonus stats you'd have to go over ilvl183 which is impossible for a lvl70. Higher levels can do it somewhat easily so they will have more stats.

Should also be mentioned that higher health can come from a few buffs you can "sneak" into battlegrounds. Even though you're not supposed to have any external buffs.

Not every class has the same hp, for example. My 70 DK ranges in the 30k while my boomy will be in the 20k or my monk might push 20k. Class and spec matters too.
